What is a radar-reflective Tomato Killer marine target?

A Tomato Killer marine target is a high-visibility floating inflatable target, designed to represent a surface objective during a naval exercise. It can be fitted with a radar reflector or other signature modules so it can be detected by onboard systems. Its geometry, buoyancy and stabilization system are adapted for use on water or in maritime environments.
